John Russell says that the people here do not clearly understand with what British authority the right of granting land in the Kowloon area will rest. However, His Grace will send to the Governor of Hong Kong the instruction desired from the Admiralty, but he would suggest that it may also be advisable to send out an intimation of the wishes of this government to Mr. Parkes, with whom the Lease appears to have been made.
